The Purpose of the Role
Trinity College Dublin, the University of Dublin, is seeking to appoint a Director of the Capital Programme Office. This is a senior leadership role, responsible for overseeing a high-performing, multi-functional team engaged in the delivery and governance of large-scale construction and transformation projects. The role blends expertise in construction and programme management with strategic planning, portfolio oversight, and strong stakeholder engagement.
Reporting to the Bursar & Chief Strategic Developments Officer (Bursar), the Director will work closely with the Capital Review Group (CRG) comprising the Bursar, Chief Financial Officer (CFO), and Chief Operating Officer (COO). The post holder will ensure robust governance through Trinity’s stage gate process and compliance with national public sector frameworks. They will lead on capital portfolio planning and prioritisation, advise senior management and Board-level committees, and foster a culture of collaboration, accountability, and excellence in programme delivery.
Context
The Capital Programme Office is a newly established unit that consolidates key enabling functions including the Programme Management Office (PMO), capital procurement, and portfolio governance into a single integrated structure. The Director will lead the Capital Programme Office in conducting portfolio planning and prioritisation to optimise Trinity’s capital programme capacity in support of institutional strategic goals. They will play a key advisory role in capital programme decision-making, proactively interrogating and challenging plans, assumptions, and progress updates to make well-informed recommendations aligned with Trinity’s mission. The role will champion a high-performance culture in programme management and act as a key enabler of team-based collaboration across institutional boundaries.

Qualifications
Essential
• Third-level Qualification (Level 8 or higher) in a related field (e.g. Construction, Engineering, Architecture, Surveying, Business, Programme Management).
• Professional qualification and membership of a suitable professional organisation e.g. Project/Programme Management or Portfolio Management certification (preferably PMI, APM, PRINCE2, or BCS certified).
• Background in Quantity Surveying, Commercial Management, Construction Projects or a related field
